How to determine when an obligatory certificate is required?

The list of types of products produced in the Republic of Uzbekistan and imported into its territory subject to mandatory certification is approved by the Decrees of the Cabinet of Ministers of the Republic of Uzbekistan dated July 6, 2004, No. 318 "On Additional Measures to Simplify the Product Certification Procedure" and April 28, 2011, No. 122 "On Additional Measures to Improve Certification Procedures and Implement Quality Management Systems". In this product list, products are ordered in accordance with the foreign economic activity nomenclature (TN VED). The list is updated annually and is amended in connection with the adoption of new legislative acts in the field of healthcare and consumer protection. Mandatory certification ensures that products meet quality and safety standards, which is a crucial aspect in international trade.

What is a voluntary Certificate of Conformity?

Voluntary certification is carried out based on the Law of the Republic of Uzbekistan "On Product and Service Certification" at the applicant's request to confirm that the product meets regulatory document requirements. Voluntary product certification is applied to goods not included in the approved nomenclature or to products subject to mandatory certification, checked for requirements different from safety requirements in the Nomenclature. The voluntary certification procedure is carried out at the applicant's initiative and follows the same certification schemes as mandatory certification: first, laboratory tests of the product are conducted, and only then is the final document issued. The Certificate of Conformity can be issued for a period of one to three years, providing flexibility and adaptability of the certification process to the client's needs.

Obtaining voluntary certificates for products in market conditions provides significant advantages:

helps convince consumers that the product meets their specific requirements; ensures trust in the quality of products in domestic and foreign markets among consumers; simplifies and facilitates the selection of the desired product for consumers; provides consumers with guarantees of receiving relevant information about product quality; assists in longer-term success and protection in competition with manufacturers of products without a certificate; stops the arrival of imported products that do not meet the required quality standards; stimulates the improvement of scientific and technical documentation quality by establishing the most modern requirements in it; contributes to acquiring funds to improve the organizational and technical level in production.

Documents required for obtaining a Certificate of Conformity.

For certifying imported products: application on a form with the applicant's stamp; copy of the regulatory document for the manufactured product (if available); sample of product labeling (product information); transport document with a mark of arrival to the customs territory of the Republic of Uzbekistan (bill of lading, invoice, invoice); copy of the sanitary and epidemiological conclusion (if available).

For obtaining a Certificate of Conformity for manufactured products:

application on a form with the applicant's stamp; copy of the regulatory document for the manufactured product; sample of product labeling (product information); copy of the sanitary and epidemiological conclusion (if necessary).

The certification process includes:

submitting an application for certification (application form); analyzing the regulatory documents for the declared product and other documents attached to the application; making a decision on the application; identifying and selecting samples; preparing a testing program according to the mandatory requirements of the product's regulatory document; inspecting the production status of the product (for certification schemes №3 and №4); conducting tests of samples in a testing laboratory.
